Uttarakhand – ek prakritik sundarta se bhara rajya, jiska apna ek vishesh geographical, cultural aur ecological importance hai. Lekin aaj yahaan ka Bhu Kanoon (Land Law) aur niji karan (privatization) ek dusre se takra rahe hain.
Iss episode mein, Shri Rakesh Sharma Executive President of Hydro Electric Employees Union Uttarakhand, ne apne anubhavon ke aadhar pe in samshyawo ko zameeni tasveer ke sath samjhaaya – kaise ye nitiyaa aam logon, paryavaran aur Uttarakhand ke bhavishya ke liye chinta ka vishay ban chuki hain.
Bhu Kanoon, Yaani Land Law, ek aisa kanoon hai jo pahadi ilaakon mein zameen ko local logon ke liye surakshit banata hai. Iska maksad tha ki bahar ke log aasani se pahado mei bina permission ke zameen na kharid paaye, taki pahadi sanskriti, paryavaran aur local economy surakshit rahe.
Lekin aaj ki date mein Bhu Kanoon lagbhag naam ka reh gaya hai. Bade corporate ya real estate developers loopholes ke through yahaan land lease, project license, ya public-private partnerships ke zariye entry le rahe hain.
Yeh kanoon asli roop mein lagu nahi ho raha hai. Sarkari zameen bhi private haathon mein ja rahi hai.
Shri Rakesh Sharma ji ne ek chonkane wala mudda uthaya – 80 acre sarkari zameen ek private Gujarati company ko lease par de di gayi. Uske baad wahan ke ghar, sarkari offices aur ek aspataal tod diya gaya. Fir woh zameen private corporations ko bech di gayi.
Yeh sirf ek land deal nahi thi, balki:
- Sarkari property ka commercial misuse
- Bhu Kanoon ke asli pratirodh par ek bada sawaal
Bhu Kanoon ka ek bada uddeshya tha – paryavaran santulan aur Pahadi Sanskriti ki raksha krna. Lekin nijikaran (privatization) aur land transfers ke chalte:
- Jungle kaat kar resort ban rahe hain
- Water sources privatize ho rahe hain
- Local logon ko rojgar aur sansadhan se door kiya ja raha hai
Jab zameen bahar ke logon ke haath chali jaati hai, toh sirf ghar nahi chhinte — vha ki sanskriti, parampara, traditional farming, aur environment bhi khatre mein pad jaate hain.
Uttarakhand mein UPNL (Uttarakhand Purva Sainik Kalyan Nigam) ke under kaam kar rahe log contract par hain. Ye log wahi kaam karte hain jo permanent employees karte hain, lekin inki salary, job security aur pension ka koi bharosa nahi.
Shri Sharma ne is disparity ko strongly highlight kiya. Yeh inequality ka ek jeeta jagta udaharan hai – jis mein kaam toh sabse zyada hai, lekin izzat aur suraksha sabse kam.
Halanki ab Supreme Court ne ek aham faisla diya hai jisme kaha gaya hai ki UPNL workers ko bhi equal pay milna chahiye.
Shri Sharma ne ek aur baat highlight ki — kaise logon ne “Jail Bharo Andolan” shuru kiya. Jab local logon ki baat nahi suni gayi, toh union ne Jail Bharo Andolan ki shuruaat ki. Jisme local log shanti se apni awaaz utha rahe hain.
Unka kehna hai ki yeh andolan sirf sarkar se ladai nahi hai, balki savidanik tarike se apne haq ki maang hai.
Agar Bhu Kanoon ko aur kamzor kiya gaya, toh Uttarakhand ke log apni zameen, paryavaran, aur pehchan sab kuch kho denge. Zaroorat hai ek balanced policy ki — jisme development ho, lekin local logon ki marzi aur bhagidari ke saath.
Mr Sharma strongly demand karte hain ki top-level administrative aur decision-making posts par local logon ko rakha jaye. Outsiders ground reality ko nahi samajh paate, jis se policy implementation fail hoti hai, corruption aur confusion badhta hai.
Local youth ko job milni chahiye, aur environment-friendly model follow karna chahiye.
